One of the routine activities carried out by Indonesia Coast Guard (BAKAMLA RI) is audiences at universities to capture the aspirations of academics regarding national maritime security issues. In March 2024, the Director of Research and Development of BAKAMLA RI, Admiral Budi Santosa, S.E., M.M., CRMP., CHRMP, and his staff visited the Department of Geodetic Engineering – Faculty of Engineering – Universitas Diponegoro to discuss technical and juridical aspects in guarding the archipelago’s seas. The audience event, which was packaged in the form of a mini seminar in the Geodetic Engineering Building, was opened by the Dean of the UNDIP Faculty of Engineering, Prof. Jamari, S.T., M.T. In his speech, Prof. Jamari expressed his appreciation for the initiative of the Department of Geodetic Engineering to organize scientific activities which were attended by ellite officers from the Indonesian Navy while explaining the importance of R&D in an institution, both universities and the military. Furthermore, Prof. Jamari explained the long-standing collaboration between UNDIP and the TNI, one of which can be seen in the creative work of the Indonesian Bionic Hand which was developed by Center for Bio Mechanics, Bio Materials, Bio Mechatronics, and Bio Signal Processing (CBIOM3S) Undip received direct appreciation from the Minister of Defense – Prabowo Subianto – at the inauguration of National Defense Central Hospital, Pesanggrahan, South Jakarta on February 19 2024.
In the first presentation session, Colonel Tuti Ida Halida, S.T., M.I.T.M. explained the research results of BAKAMLA RI with the title study of surveillance system capabilities in Indonesian waters and Indonesian jurisdictional areas. In her presentation, Colonel Tuti explained the many problems faced in supervising the archipelago’s maritime security with technological limitations, limited human resources, and the vulnerability of data and information. Colonel Tuti touched on the importance of research to develop RADAR image acquisition, processing and modeling technology for oil spill detection in international waters. In a discussion session moderated by Dr. Firman, S.Sc., M.T. According to this, Colonel Tuti welcome students of the Undergraduate Study Program of Geodetic Engineering of UNDIP to carry out practical work and final assignment research at BAKAMLA RI.
In the second presentation session, Colonel Tuti Ida Halida, S.T., M.I.T.M. explained the study of the implementation of law enforcement in Indonesian waters and Indonesian jurisdictional areas. Colonel Tuti explained the problems faced by BAKAMLA RI, especially in terms of legal certainty, protection of security and safety at sea, as well as the effectiveness and efficiency of patrol implementation. The discussion in this session became very interesting because of the presence of Prof. Dr. Lazarus Tri Setyawanta, S.H., M.Hum. and Peni Susetyorini, S.H., M.Hum. as international law experts from the Faculty of Law, Universitas Diponegoro. At the end of the audience, the Director of Research and Development of Indonesia Coast Guard, Admiral Budi Santosa, S.E., M.M., CRMP., CHRMP hopes that there will be research collaboration between BAKAMLA RI and the Faculty of Engineering and Faculty of Law UNDIP to further improve the performance of BAKAMLA of the Republic of Indonesia in guarding the archipelago’s seas.
